In the 1950's & 1960's these were given to children to encourage them to save money. It was also a pretty cool gift; banks gave away the cards free and an Aunt or Grandmother placed 10 shiny dimes in the slots and everyone was happy. ($1.00 in 1960 would be like receiving $10.00 today). These were one of my favorite gifts!
