Through my research, using the model/serial number, I discovered that this lens was produced between 1927 and 1939. I did rotate the focus on the lens and the action was very smooth and stable. The enclosed shutter opens and closes without issue. Besides being in need of a good cleaning there does not seem to be any issues with the lens itself. That being said, I am not a professional and cannot guarantee functionality.
