In 1956 (some sources say 1955) her father sold Catalina for which she had worked. She then founded Elisabeth Stewart Swimwear along with her husband and two brothers. This is a rare dress style swimsuit cover-up or jacket from the designer, there is a stain and a white spot as photographed is also missing one of the original wooden buttons.  The items I sell are between 40-120 years old. They will have signs of wear.
