"A Disquisition on Government" is a political treatise written by John C. Calhoun, a prominent 19th-century American politician, where he argues for the concept of a "concurrent majority" to protect the interests of minority groups, particularly the Southern states, against the growing power of the Northern majority, especially regarding issues like tariffs and slavery; this work is considered a key text in understanding Calhoun's strong advocacy for states' rights and his views on the nature of government and the Constitution, which ultimately contributed to the growing sectional tensions leading up to the Civil War. "In Calhoun's last years he drafted two essays that set forth his ideas on political theory. The first and shorter essay, `The Disquisition on Government,' is the more significant in that Calhoun sought to develop a consistent theory of minority rights within the context of majority rule. He urged universal recognition of the inequality of mankind and the differentiation of social and economic concerns. For an organized society to work in a harmonious and practical sense, these differences, Calhoun contended, had to be recognized and then institutionalized.
